Travel insurance comparison sites in Australia present themselves as neutral price guides. Most of them are not. The ranking you see when you search "best travel insurance" is shaped primarily by referral fee arrangements, not by which policy gives you the best cover for the lowest premium.

This article explains exactly how the ranking works, which providers pay the most to appear first, and what a genuinely unbiased comparison looks like.

The Referral Fee Structure in Travel Insurance

When you click from a comparison site to a travel insurer and buy a policy, the comparison site earns a referral fee. In travel insurance, these fees typically range from $15 to $60 per policy sold, depending on the provider and the policy value.

The comparison site's incentive is to show you providers who pay higher referral fees, not providers who offer you the cheapest or most comprehensive cover. Both Allianz Global Assistance and Cover-More — two of the most expensive providers in the market — operate through comparison sites and aggregators with established high-commission structures. Fast Cover and Southern Cross Travel Insurance, two of the most competitively priced direct providers, are systematically underrepresented on commission-based comparison sites because they sell primarily direct.

Who Pays to Be at the Top

The comparison sites with the heaviest presence in Australian travel insurance include iSelect, Finder, Canstar, Compare the Market, and compareinsurance.com.au. All of them receive referral fees from the insurers they list.

The result is that providers like Cover-More (owned by Zurich, priced 10-20% above challengers) and Allianz (typically the most expensive in the market) appear prominently. Fast Cover — consistently among the cheapest for standard leisure trips — rarely leads a comparison site result despite being among the best value for healthy, straightforward travellers.

The "Panel" Problem

No Australian comparison site compares the full travel insurance market. Each site has a panel of providers who have signed commercial agreements and pay to be listed. If a provider does not pay, their product does not appear, even if it is the cheapest or most appropriate for your trip.

Southern Cross Travel Insurance, for example, holds AFSL 327237 and has strong direct pricing — particularly on European and annual multi-trip policies. They sell primarily direct to consumers rather than through aggregators. Their absence from many comparison sites is a commercial decision, not a quality signal.

The Regulatory Position

ASIC's Regulatory Guide 234 requires that financial comparisons be presented fairly and that material conflicts of interest be disclosed. The 2019 iSelect Federal Court judgment — which resulted in an $8.5 million penalty — established that steering consumers toward higher-commission products through a nominally neutral comparison tool constitutes misleading conduct under Australian Consumer Law.

Despite this, the structural incentive to favour higher-commission products remains baked into every referral-fee comparison site. Disclosure of the fee model has improved, but the ranking logic itself has not changed.

What a Genuinely Unbiased Comparison Looks Like

An unbiased travel insurance comparison would rank by price for a defined standard profile, with adjustments for coverage quality. It would include providers who do not pay referral fees. It would disclose the exact referral fee for each result. And it would let you filter by coverage components rather than by branded star ratings funded by the insurers themselves.

Until that exists at scale, the most reliable approach is to go direct. After identifying candidates through a comparison site, visit each provider's website directly to get a quote. The price on the comparison site and the price direct to the insurer should be identical — comparison sites are contractually prohibited from showing prices higher than the insurer's own website — but going direct confirms this and removes the commission layer from your purchase.
